Recently players have reported a problem with gameplay running slow or lagging excessively even on the faster game speed settings, which seems to happen on newer operating systems & maybe exclusively on Windows 10.

The solution that seems to be working for most people so far is to install the latest version of the ddraw.dll fix (which isn’t currently bundled with War2Combat).
